E-registration from builder's office picking up in Maharashtra

PUNE: State property registration authorities announced on Tuesday that the e-process of registering first-sale properties from builder offices had been picking up since its launch two years ago — reducing the burden on sub-registrar offices with as many as 700 developers joining the system.

From the developer offices, more than 11,000 property documents have been registered online since 2023 and the figure is 3,974 so far in the current financial year up to Sept, as per the department's figures.

DIG (IT) Abhay Mohite stated that online registrations were going to increase even more during the festival time. "The user experience has been good. Bodies of developers are spreading awareness about the facility. We expect the number of contributing developers to reach 1,000 by the end of the year," he added.

"Launched two years ago, the centre is gaining popularity and is facilitating cutting down on queues at sub-registrar offices. We are urging more developers to use the system that facilitates faster processing of purchases by customers," senior officials informed TOI.

Industry bodies Confederation of Real Estate Developers' Associations of India (Credai) and National Real Estate Development Council (NAREDCO) have asked their members to employ e-registration to reduce crowding at govt offices. "Several have already done so. We have asked developers to register new projects from their own offices during the festival season," said a member of Credai.

National governing council member of Credai Shantilal Kataria stated that initial teething problems had been sorted out. "The registration department has been cooperative, and developers are at ease with the process now. Many more builders will begin registering properties from their offices by the end of the year," he informed TOI.

NAREDCO (Pune) vice-president Abhay Kele stated the drive was gaining momentum year on year. "We require more awareness about e-registration right across the state. It is a simple, trouble-free, and time-saving procedure for both builders and buyers," he added.

Officials said Maharashtra was among the first states to roll out e-registration of property sales through developers' offices, a model now being studied by others. "It has reduced congestion at sub-registrar offices and is convenient for buyers," an official said. Citizens also said the process was easy as offices of developers had the required technical support.

HEAD: Faster clearance of leave and licence registrations

Pune: The department of registration has made earlier clearance of online leave and licence agreements faster. Any sub-registrar office in a district can now process the agreement from next week, rather than being restricted to some taluka-level offices. "It will decrease pendency and make the tenant registration system faster," said a senior official after a departmental review.

DIG (IT) Abhay Mohite reported that the new Leave and Licence 2.0 system has been operating well. "There are no major complaints. The new process, with an Iris-based Aadhaar authentication, has made the registration process easier — particularly for senior citizens who rent out flats and for young tenants whose Aadhaar updation gets delayed," he said.

Authorities informed that shifting away from Aadhaar verification via OTP has enhanced dependability. As of Feb, 1,64,439 leave and licence papers were registered in Pune rural, Mumbai city and Mumbai suburban regions with the help of the new software.
